In ancient Rome, there was a practice of publishing laws by carving them at the top of stone columns, where they could not be read by individuals passing below. The inaccessibility of laws has always been a problem.

With the advent of the internet, the columns are cracking. In fact, the Supreme Court of Canada has been the runaway leader in making its judgments available to the public via the internet.
